🔴 3 Years of Detention and Recycling: A Legal Appeal to End the Imprisonment of Journalist “Wael Abdel Ghani” and Dismiss the Successive Cases
Al-Shehab Human Rights Center expresses its deep concern over the continued detention of journalist “Wael Abdel Ghani Mohamed Selim” (49 years old) for nearly three years since his arbitrary arrest in September 2023. The Center calls on the Public Prosecution and the relevant authorities to release him immediately and to review the legal basis for his repeated pretrial detention.
📌 Details of the Violation and the Chain of “Recycling”:
Raids and Enforced Disappearance: He was arrested following a raid on his home in the Tenth of Ramadan city, taken to an unknown destination, and held in enforced disappearance for 40 days before appearing before the prosecution.
Vague Charges: He was charged with the usual allegations of joining a group that has been banned and spreading false news.
An Acquittal Not Implemented: Despite the issuance of an acquittal ruling in his favor in Case No. 105 of 2014 by the Criminal Court of North Ismailia (December 2023), detention authorities refused to release him.
Recycling on the Basis of New Cases: He was “recycled” again in Case No. 2369 of 2023, State Security Supreme Court, based on investigations claiming that he carried out activities from inside his prison cell—reflecting the exploitation of successive cases to keep detainees for indefinite periods.
⚖️ Demands of Al-Shehab Center:
Immediate and Full Release: End the detention of journalist Wael Abdel Ghani immediately and drop the charges brought against him.
Stop the “Recycling” Policy: Prevent security agencies from using the practice of “recycling” to obstruct the implementation of court rulings and detainees’ acquittals.
Review the Lawfulness of Pretrial Detention: Emphasize that pretrial detention is a precautionary measure and may not be turned into an extended punishment.
Open an Independent Investigation: Review the alleged security investigations and the integrity of judicial procedures to prevent successive cases from being used as a means of permanent detention.
