🔴 Urgent Appeal | Torture, Threats of Killing, and Serious Assaults Against Detainee “Sultan Imran Suweilem” Inside Borg El-Arab Prison
The Al-Shehab Center for Human Rights Monitoring condemns with the utmost severity what detainee “Sultan Imran Suweilem” (detained for 12 years and arbitrarily transferred between most of Egypt’s prisons) is subjected to in terms of physical abuse and grave violations that clash with the provisions of the Constitution and the law—inside Borg El-Arab Prison.
📌 Details of the incidents and the brutality of the violation:
Physical torture and forced rear restraint: he was subjected to repeated beating and maltreatment, along with forced rear restraint, with repeated placement in disciplinary cells and administrative detention wards.
Direct threat of execution and killing: explicit threats to kill and execute him issued by an officer named Mohamed El-Masry, telling him: “Let someone kill you and I’ll say you committed suicide, and you just need to cross two words on a paper,” indicating the perpetrators’ evasion of punishment.
Incitement of criminal inmates and extortion: the detainee was confined with criminal prisoners and they were directly incited against him to prevent him from sleeping and to harass him, in addition to an attempt to extort him financially by requesting sums of money through one of the criminal inmates.
Suffering of detention and forced displacement: his ordeal, which has extended for more than 12 years behind bars, has included his forced “displacement” and being moved among various prisons across the Republic.
⚖️ The Al-Shehab Center’s demands:
Urgent judicial investigation: the Public Prosecution is urged to open an urgent, independent investigation into the incidents of torture, threats of killing, and extortion, and to refer the implicated officer, Mohamed El-Masry, to criminal trial.
Protection and ensuring safety: immediately transfer detainee Sultan Imran to a secure place of detention, and remove him from criminal inmates’ wards to protect him from any acts of retaliation or threats.
Medical examination and documentation: appoint a legitimate and impartial medical committee to examine the detainee and document injuries resulting from torture and repeated beatings.
Release and ending maltreatment: stop the prison administration from practicing forced displacement and extortion, and halt all forms of treatment that undermine human dignity.
