Death of a detainee inside Gmصة Prison
The death of detainee Hajj Mohamed Mukhtar Shalal, 58 years old, from the Rahmna village affiliated with the Faraskur Center in Damietta Governorate, occurred inside his cell at Gmصة Prison on Tuesday, 26 May 2026, following a deterioration in his health—continuing the medical neglect policies that threaten the lives of detainees inside Egyptian prisons.
According to the information received, the deceased had worked as a trader and suffered from a serious liver illness during his detention, which led to a severe deterioration of his health until he became confined to a wheelchair inside his cell, amid repeated demands to provide the necessary medical care without any real response.
Hajj Mohamed Mukhtar Shalal had been arrested since 2019, and a sentence of seven years was issued against him. His prison term was due to end during the current year, 2026; however, medical neglect inside his cell prevented him from being released alive.
The information also indicates that his son, “Mukhtar Mohamed Mukhtar,” remains detained inside Gmصة Prison, amid growing concerns regarding the health and humanitarian conditions of detainees in the facility.
Al-Shehab Center affirms that the recurrence of deaths in places of detention as a result of being deprived of treatment and health care constitutes a crime that requires investigation and accountability. It holds the Egyptian authorities and the management of Gmصة Prison fully responsible for the death of detainee Hajj Mohamed Mukhtar Shalal.
The Center calls for an urgent and transparent investigation into the circumstances surrounding the death, for ensuring that all detainees receive the necessary medical care, and for the release of sick persons and the elderly, in accordance with the United Nations Standard Minimum Rules for the Treatment of Prisoners and international human rights standards.
